Kolkata: Bengal finance department today said that it will not clear the July salary of such employees whose appointment is not vetted against the sanctioned strength of the concerned department. This will hold true for all employees of the state government ~ old or new.
Finance secretary HK Dwivedi has issued an ultimatum till 10 July for the appointing authorities in the state government offices to verify and tag each and every employee in the human resource management system (HRMS) that has been put in place to stop overstaffing in some departments and understaffing in others.
Unless this is done, the salary of an employee will not be cleared from July onward as the finance department has decided to completely switch over to the integrated financial management system ~ an online mechanism to handle payments.
Dwivedi served the ultimatum during the second quarterly review meeting of the finance department held at Nabanna today. Chaired by finance minister Amit Mitra, the meeting was attended by treasury officers, pay & account officers and their deputies from all over Bengal.
In the meeting, treasury officers were directed to try clear the bills of social welfare schemes and development projects on the same day they are submitted. According to official figure, as of now, 1.37 day is taken by the treasuries to process the bills and make the payments as against 3.36 day in 2016-17.
But the state government wants the same to come down to one day so to expedite development projects and disbursement of welfare scheme benefits ahead of the Lok Sabha polls due next year.
